Full Council Meeting

I hereby summon you to a Full Council meeting of Illogan Parish Council to be held on Wednesday 13th December 2017 at 7.00 pm at the Penwartha Hall, Voguebeloth, Illogan

Members of the public are invited to attend.


  1. Safety Procedures
  1. Chairman’s Welcome and Apologies
  1. Members to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25
  1. To consider applications from members for dispensations
  1. Public participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders)
  1. Chairman’s Announcements
  1. To receive and approve the minutes of the Full Council Meeting held on the 15th November 2017 and the Chairman to sign them
  1. Matters arising from the minutes and a report on progress of actions, for information only
  1. To note the minutes of the following committee meetings held since the last Full Council meeting:
  • Finance and Resources Committee – 13th November 2017
  • Planning and Environmental Services Committee – 15th November 2017
  1. To receive reports on the payments, receipts and bank reconciliation for the month of November 2017
  1. To authorise payment of accounts for the month of December 2017 (up to date list to be tabled at the meeting)
  1. To receive the recommendations from the Finance and Resources Committee on the Budget and Precept for the fiscal year 2018/2019
  1. To set the budget for the fiscal year 2018/2019
  1. To set a precept to Cornwall Council for the fiscal year 2018/2019
  1. To receive a report from the Task and Finish Group on the Local Government Boundary Commission for England’s consultation on division boundaries for Cornwall and agree a response and any future actions
  1. To consider the results of the Poll taken, and comments made, in response to the article in the Illogan Review regarding Smoke Free parks and a possible Healthy Living event and agree any future actions
  1. To consider and agree office opening hours over the Christmas and New Year Period and contact arrangements in case of an emergency
  1. To agree the 2018 meeting dates and agree any future actions
  1. To note Cllr Crabtree’s resignation from the Staffing Committee and appoint a Councillor to fill the vacancy
  1. To consider any correspondence up to the date of the meeting and agree responses and actions (up to date list to be tabled at the meeting)
  1. To receive a report from the Clerk including Health and Safety, agree future actions and any associated expenditure
  1. To receive an update on The Glebe Field and agree any future actions
  1. To receive reports from the following outside bodies:
  • Police
  • Representatives to outside organisations
  • Illogan Parish Neighbourhood Development Plan Steering Group
  • Cornwall Councillors
  1. To consider items to be discussed at future meetings; agree where to discuss and timescales
  1. Date & time of next meeting:

Wednesday 17th January 2018, 7pm in Penwartha Hall.

  1. That under the 1960 Public Bodies (Admission to Meetings) Act the press and public are excluded due to the confidential nature of the business to be discussed
  1. To consider quotes for cameras, consider when and how to purchase, agree any future actions and any associated expenditure
  1. To receive applications for the vacant position of Councillor for the Tehidy Ward and interview the candidates
  1. To re-admit members of the press and public
  1. To co-opt a Councillor to represent the Ward of Tehidy
