Full Council Meeting

I hereby summon you to a Full Council meeting of Illogan Parish Council to be held on Wednesday 20th June 2018 at 7.00 pm at the Penwartha Hall, Voguebeloth, Illogan

Members of the public are invited to attend.

  1. Members to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25
  1. To consider applications from members for dispensations
  1. Public participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders)
  1. Chairman’s Announcements
  1. To receive and approve the minutes of the Annual Council Meeting held on the 16th May 2018 and the Chairman to sign them
  1. Matters arising from the minutes and a report on progress of actions, for information only
  1. To note the minutes of the following committee meetings held since the last Full Council meeting:
  • Annual Parish Meeting – 16th May 2018
  • Planning and Environmental Services Committee – 23rd May 2018
  • Governance Review Committee – 30th May 2018
  • Planning and Environmental Services Committee – 6th June 2018
  1. To receive reports on the payments, receipts and bank reconciliation for the months of April and May 2018 and agree any future actions
  1. To authorise payment of accounts for the month of June 2018 and agree any future actions (up to date list to be tabled at the meeting)
  1. To receive the Independent Internal Auditors Report for the financial year ending 31st March 2018 and agree future actions
  2. To complete the Annual Governance Statement for the financial year ending 31st March 2018 and approve the Clerk/RFO and Chairman to sign them
  1. To receive and approve the end of year accounting statements, explanation of variances and bank reconciliations for the Annual Return for the financial year ending 31st March 2018 and approve the Clerk/RFO and Chairman to sign them
  1. To receive and approve the draft Annual Report and agree any future actions
  1. To receive correspondence and a copy of the lease from the landlords of the Council Office, agree any future actions and any associated expenditure
  1. To receive recommendations from the Planning and Environmental Services Committee regarding the Illogan Parish Neighbourhood Development Plan following the 6-week pre-submission consultation, that the results of the Illogan Parish Neighbourhood Development Plan 6-week pre-submission consultations are noted; that the actions recommended by the Steering Group are approved; that as the qualifying body the Council agrees that the Illogan Parish Neighbourhood Development Plan is submitted to Cornwall Council; and that the Steering Group responds to consultees’, agree any future actions and any associated expenditure
  1. To receive a recommendation from the Governance Review Committee ‘that used personal data is identified and isolated with a view to GDPR compliance and that the Governance Review Committee would receive lists of data that has been isolated and the Committee would agree whether the data should be retained’, agree any future actions and any associated expenditure
  1. To receive a report from the Clerk on Cllr internal audit, agree a rota for audits to bring them up to date and agree any future actions
  1. To consider any correspondence up to the date of the meeting and agree responses and actions(up to date list to be tabled at the meeting)
  1. To receive a report from the Clerk including Health and Safety, agree future actions and any associated expenditure
  1. To receive an update on The Glebe Field and agree any future actions
  1. To receive reports from the following outside bodies:
  • Police
  • Representatives to outside organisations
  • Illogan Parish Neighbourhood Development Plan Steering Group
  • Cornwall Councillors
  1. To consider items to be discussed at future meetings; agree where to discuss and timescales
