DESCRIPTION:I hereby summon you to Annual Council Meeting of Illogan Parish Council to be held on Wednesday 17th May 2023 at 7.00 pm in Illogan Parish Council Community Office\, Trevelyan Road\, Illogan\, TR16 4RG \nMembers of the press and public are invited to attend. \nAGENDA \n1. To elect a Chairman of the Council for the municipal year 2023/2024 and the elected Chairman to sign the Declaration of Office \n2. To appoint a Vice Chairman of the Council for the municipal year 2023/2024 \n3. Safety Procedures \n4. Chairman’s Welcome and Apologies \n5. Members to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25 \n6. To consider applications from members for dispensations \n7. To receive an update from Cornwall Council on Tehidy Park – Time for Tehidy \n8. Public participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders) \n9. Chairman’s Announcements \n10. To receive and approve the minutes of the Full Council Meeting held on the 19th April 2023 and the Chairman to sign them \n11. Matters arising from the minutes and a report on progress of actions\, for information only \n12. To receive reports on the payments\, receipts and bank reconciliation for the month of April 2023 and agree any future actions \n13. To authorise payment of accounts for the month of May 2023 and agree any future actions (up to date list to be tabled at the meeting) \n14. To receive and approve the Public Spaces Protection Order Consultation Task and Finish Groups recommended response and agree any future actions \n15. To receive and approve the Draft Annual Report for 2022/2023 and agree any future actions \n16. To appoint standing committees and agree the number of members on each committee for the 2023/2024 municipal year \n17. To set the Terms of Reference for all standing committees for the 2023/2024 municipal year and agree any future actions \n18. To appoint members to standing committees for the 2023/2024 municipal year and agree any future actions \n19. To elect the Chairman of the Finance and Resources Committee for the 2023/2024 municipal year \n20. To confirm the bank mandate and appoint signatories for the 2023/2024 municipal year and agree any future actions \n21. To consider the payment of any subscriptions falling to be paid annually \n22. To review representation on or work with external bodies for the 2023/2024 municipal year and arrangements for reporting back and agree any future actions \n23. To consider management\, maintenance and future developments in Illogan Park and other parish facilities\, agree any appropriate actions and any associated expenditure \n24. To receive a report from the Clerk including Health and Safety\, agree future actions and any associated expenditure \n25. To receive reports from the Cornwall Councillors) \n26. To receive a 2-minute update from committee chairmen and note the minutes of the following committee meetings held since 3rd April 2023 \ni. Planning and Environmental Services Committee – 19th April and 3rd May 2023\nii. Projects Committee – 20th April 2023\niii. Community Events Committee – 24th April 2023 \n27. To receive a 2-minute update from the Council Representative on outside bodies including the Police Liaison Committee and on Cllrs who have attended training courses or conferences \n28. To consider items to be discussed at future meetings; agree where to discuss and timescales \n29. Date & time of next meeting:\nWednesday 21st June 2023\, 7pm in Illogan Parish Council Community Office. \n30. That under the 1960 Public Bodies (Admission to Meetings) Act the press and public are excluded due to the confidential nature of the business to be discussed \n31. To receive applications for the vacant position of Councillor and interview the candidates and consider any future actions \n32. To re-admit members of the press and public \n33.
