DESCRIPTION:I hereby summon you to a meeting of Illogan Parish Council to be held on Wednesday 18th November 2015 at 7.00 pm at the Penwartha Hall\, Voguebeloth\, Illogan \n  \nMembers of the public are invited to attend. \n  \nAGENDA\n  \n\nSafety Procedures\n\n  \n\nChairman’s Welcome and Apologies\n\n  \n\nMembers to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25\n\n  \n\nTo consider applications from members for dispensations\n\n  \n\nPublic Participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders)\n\n  \n\nChairman’s Announcements\n\n  \n\nTo receive and approve the minutes of the Full Council Meeting held on the 21st October 2015 and the Chairman to sign them\n\n  \n\nMatters arising from the minutes and a report on progress of actions\, for information only\n\n  \n\nTo note the minutes of the following committee meetings held since the last Full Council meeting:\n\n\n Finance and Resources 14th October 2015\nPlanning and Environmental Services 21st October 2015\nPlanning and Environmental Services 4th November 2015\nCommunity Liaison 9th November 2015\nFinance and Resources 11th November 2015\n\n  \n\nTo receive reports on the payments\, receipts and bank reconciliation for the month of October 2015\n\n  \n\nTo authorise payment of accounts for the month of November 2015 (up to date list to be tabled at the meeting)\n\n  \n\nTo receive the recommendations from the Finance and Resources Committee on the Budget and Precept for the fiscal year 2016/2017\n\n  \n\nTo set the budget for the fiscal year 2016/2017\n\n  \n\nTo set a precept to Cornwall Council for the fiscal year 2016/2017\n\n  \n\nTo consider Councillors involvement in the Christmas Lights Events and agree any future actions\n\n  \n\nTo discuss 3 year financial forecasts and the public consultation event\, agree any future actions and any associated expenditure\n\n  \n\nTo consider any correspondence up to the date of the meeting and agree responses and actions(up to date list to be tabled at the meeting)\n\n  \n\nTo receive a report from the Clerk including Health and Safety\, agree future actions and any associated expenditure\n\n  \n\nTo receive reports from the following outside bodies:\n\n\n Police\nRepresentatives to outside organisations\nCornwall Councillors\n\n  \n\nTo consider items to be discussed at future meetings; agree where to discuss and timescales\n\n  \n\nDate & time of next meeting:\n\n  \nWednesday 9th December 2015\, 7pm in Penwartha Hall. \n  \n\nThat under the 1960 Public Bodies (Admissions to Meetings) Act the Press and public are excluded due to the confidential nature of the business to be discussed.\n\n  \n\nTo receive and approve the draft tender documentation for an Independent Internal Auditor\, agree the deadline sate for completed tenders to be returned to the Council and agree any future actions\n\n  \n  \nGiven under my hand this day Wednesday 11th November 2015. \n  \n  \nSarah Willsher \nClerk to the Council
