DESCRIPTION:I hereby summon you to a Full Council meeting of Illogan Parish Council to be held on Wednesday 21st February 2018 at 7.00 pm at the Penwartha Hall\, Voguebeloth\, Illogan \nMembers of the public are invited to attend. \nAGENDA\n\nSafety Procedures\n\n\nChairman’s Welcome and Apologies\n\n\nMembers to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25\n\n\nTo consider applications from members for dispensations\n\n\nTo discuss the bus service with representatives from First Kernow and Cornwall Council and agree any future actions (maximum 15 minutes including questions)\n\n\nTo receive information and discuss with Susan Cannan\, Cornwall Council Bereavements Officer\, how to create additional cemetery space\, and agree any future actions (maximum 15 minutes including questions)\n\n\nPublic participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders)\n\n\nChairman’s Announcements\n\n\nTo receive and approve the minutes of the Full Council Meeting held on the 17th January 2018 and the Chairman to sign them\n\n\nTo receive and approve the minutes of the Extra-Ordinary Full Council Meeting held on the 31st January 2018 and the Chairman to sign them\n\n\nMatters arising from the minutes and a report on progress of actions\, for information only\n\n\nTo note the minutes of the following committee meetings held since the last Full Council meeting:\n\n\nPlanning and Environmental Services Committee – 17th January 2018\nGovernance Review Committee – 24th January 2018\nCommunity Liaison Committee – 5th February 2018\nPlanning and Environmental Services Committee – 7th February 2018\nFinance and Resources Committee – 12th February 2018\n\n\nTo receive reports on the payments\, receipts and bank reconciliation for the month of January 2018\n\n\nTo authorise payment of accounts for the month of February 2018 (up to date list to be tabled at the meeting)\n\n\nTo consider the request made at the January Full Council meeting by a member of the public to support the ongoing appeal to retain cancer services in Cornwall and to keep the Sunrise Centre open\, to consider writing to the local MP\, George Eustice to request his support\, to consider how this Council can support parishioners without online facilities to support the appeal\, agree any future actions and any associated expenditure\n\n\nTo receive the agenda for the 2018 SLCC Regional Seminar\, consider whether to send the Clerk and any other delegates\, agree any future actions and any associated expenditure\n\n\nTo receive a report on the Clerk’s annual appraisal due in February 2018\, agree who will complete the appraisal and agree any future actions\n\n\nTo receive Cornwall Council’s proposal to change car parking charges – 2018 off-street parking order\, agree a response and any future actions\n\n\nTo consider any correspondence up to the date of the meeting and agree responses and actions(up to date list to be tabled at the meeting)\n\n\nTo receive a report from the Clerk including Health and Safety\, agree future actions and any associated expenditure\n\n\nTo receive an update on The Glebe Field and agree any future actions\n\n\nTo receive reports from the following outside bodies:\n\n\nPolice\nRepresentatives to outside organisations\nIllogan Parish Neighbourhood Development Plan Steering Group\nCornwall Councillors\n\n\nTo consider items to be discussed at future meetings; agree where to discuss and timescales\n\n\nDate & time of next meeting:\n\nWednesday 21st March 2018\, 7pm in Penwartha Hall. \nGiven under my hand this day Wednesday 14th February 2018 \nSarah Willsher \nClerk to the Council
