DESCRIPTION:I hereby summon you to a Full Council meeting of Illogan Parish Council to be held on Wednesday 19th September 2018 at 7.00 pm at the Penwartha Hall\, Voguebeloth\, Illogan \n  \nMembers of the public are invited to attend. \n  \nAGENDA\n  \n\nSafety Procedures\n\n  \n\nChairman’s Welcome and Apologies\n\n  \n\nMembers to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25\n\n  \n\nTo consider applications from members for dispensations\n\n  \n\nPublic participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders)\n\n  \n\nChairman’s Announcements\n\n  \n\nTo receive and approve the minutes of the Full Council Meeting held on the 15th August 2018 and the Chairman to sign them\n\n  \n\nMatters arising from the minutes and a report on progress of actions\, for information only\n\n  \n\nTo receive the draft application for outline planning permission for the demolition of the changing facilities and toilets at Illogan Park and the erection of replacement single storey changing facilities and public toilets with all matters reserved. Creation of vehicular access onto Trevelyan Road; agree any future actions and any associated expenditure\n\n  \n\nTo receive recommendations from the Finance and Resources Committee on the Insurance Renewal\, agree any future actions and any associated expenditure\n\n  \n\nTo receive reports on the payments\, receipts and bank reconciliation for the month of August 2018\n\n  \n\nTo authorise payment of accounts for the month of September 2018 (up to date list to be tabled at the meeting)\n\n  \n\nTo receive information from the architect re amending the plans at Illogan Park\, agree any future actions and any associated expenditure\n\n  \n\nTo receive a report from the Clerk on access arrangements required to Illogan Park for large vehicles including the Fire Service that would be needed to complete the demolition\, new build etc\, agree any future actions and any associated expenditure\n\n  \n\nTo receive the suggestion from the Planning and Environmental Services Committee that Full Council should consider the creation of a Task and Finish Group consisting of 4 Cllrs to discuss and make recommendations regarding the ongoing management and maintenance of Illogan Park in a more timely manner and that all Illogan Park items should be discussed by Full Council and not the Planning and Environmental Services Committee\, agree any future actions and any associated expenditure\n\n  \n\nTo receive correspondence regarding the appointment of an examiner for the Illogan Parish Neighbourhood Development Plan\, appoint an examiner and agree any future actions\n\n  \n\nTo note that Cllrs Ms Cadby\, Holmes and Miss Pollock have resigned from the Community Liaison Committee and appoint members to the Community Liaison Committee for the remainder of the 2018/19 municipal year\n\n  \n\nTo consider whether to have additional copies of the Illogan Review printed to enable delivery to the additional dwellings in the area\, agree any future actions and any associated expenditure\n\n  \n\nTo receive a report from Cllrs Ford and Mrs Thompson on the celebratory event to be held in the autumn to recognise the outstanding achievements of Illogan residents\, agree any future actions and any associated expenditure\n\n  \n\nTo consider the maintenance regime of roads by Cornwall Council and Cormac\, agree any future actions and any associated expenditure\n\n  \n\nTo consider the comments made by a member of the public at the last meeting regarding weeds on kerbs and pavements and the general look of the area\, agree any future actions and any associated expenditure\n\n  \n\nTo consider any correspondence up to the date of the meeting and agree responses and actions (up to date list to be tabled at the meeting)\n\n  \n\nTo receive a report from the Clerk including Health and Safety\, agree future actions and any associated expenditure\n\n  \n\nTo receive an update on The Glebe Field and agree any future actions\n\n  \n\nTo note the minutes of the following committee meetings held since the last Full Council meeting:\n\n  \n\nPlanning and Environmental Services Committee – 15th August 2018\nCommunity Liaison Committee – 3rd September 2018\n\n\nPlanning and Environmental Services Committee – 5th September 2018\n\n  \n\nTo receive reports from the following outside bodies:\n\n  \n\nPolice\nRepresentatives to outside organisations\nIllogan Parish Neighbourhood Development Plan Steering Group\nCornwall Councillors\n\n  \n\nTo consider items to be discussed at future meetings; agree where to discuss and timescales\n\n  \n\nDate & time of next meeting:\n\nWednesday 17th October 2018\, 7pm in Penwartha Hall. \n  \n\nThat under the 1960 Public Bodies (Admission to Meetings) Act the press and public are excluded due to the confidential nature of the business to be discussed\n\n  \n\nTo receive quotes for the remedial works required to reinstate the showers in Illogan Park Changing Facilities\, agree any future actions and any associated expenditure (to be tabled at the meeting)\n\n  \n\nTo receive quotes for the completion of an asbestos Refurbishment and Demolition Survey for Illogan Park\, agree any future actions and any associated expenditure\n\n  \n\nTo receive a report from the Clerk on temporary changing facilities for Illogan Park including costings\, agree any future actions and any associated expenditure\n\n  \n\nTo receive quotes and further information on the demolition of buildings at Illogan Park\, agree any future actions and any associated expenditure\n\n  \n  \nGiven under my hand this day Wednesday 12th September 2018 \n  \n  \nSarah Willsher \nClerk to the Council
