DESCRIPTION:I hereby summon you to a Full Council meeting of Illogan Parish Council to be held on Wednesday 17th October 2018 at 7.00 pm at the Penwartha Hall\, Voguebeloth\, Illogan \nMembers of the public are invited to attend. \nAGENDA\n\nSafety Procedures\n\n\nChairman’s Welcome and Apologies\n\n\nMembers to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25\n\n\nTo consider applications from members for dispensations\n\n\nPublic participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders)\n\n\nChairman’s Announcements\n\n\nTo receive and approve the minutes of the Full Council Meeting held on the 19th September 2018 and the Chairman to sign them\n\n\nTo receive and approve the minutes of the Extra Ordinary Full Council meeting held on the 3rd October 2018 and the Chairman to sign them\n\n\nMatters arising from the minutes and a report on progress of actions\, for information only\n\n\nTo receive reports on the payments\, receipts and bank reconciliation for the month of September 2018 and agree any future actions\n\n\nTo authorise payment of accounts for the month of October 2018 and agree any future actions (up to date list to be tabled at the meeting)\n\n\nTo receive the recommendations from the Finance and Resources Committee and the External Auditors Report for the financial year ended 31st March 2018\, agree any future actions and any associated expenditure\n\n\nTo receive and approve the Cornwall Council legal agreement for the GDPR and DPO work\, agree any future actions and any associated expenditure\n\n\nTo receive and approve the amended Financial Regulations and agree any future actions\n\n\nTo receive and approve the recommendations from the Illogan Park Maintenance and Management Task and Finish Group and the draft Terms of Reference for the Group and agree any future actions\n\n\nTo receive a report from the Clerk on the Illogan Park project\, agree any future actions and any associated expenditure\n\n\nTo receive a letter from Cornwall Council regarding the Outline Planning Application submitted for Illogan Park\, agree any future actions and any associated expenditure\n\n\nTo consider management\, maintenance and future developments in Illogan Park and other parish facilities\, agree any future actions and any associated expenditure\n\n\nTo appoint reserves to do the introductions at the Christmas Lights Switch On Events and agree any future actions\n\n\nTo receive correspondence and information on Crantock Parish Council’s intention to seek a judicial review of a Cornwall Council planning decision which was inconsistent with their Neighbourhood Development Plan\, agree any future actions and any associated expenditure\n\n\nTo agree the 2019 meeting dates and agree any future actions\n\n\nTo consider any correspondence up to the date of the meeting and agree responses and actions (up to date list to be tabled at the meeting)\n\n\nTo receive a report from the Clerk including Health and Safety\, agree future actions and any associated expenditure\n\n\nTo receive an update on The Glebe Field and agree any future actions\nTo note the minutes of the following committee meetings held since the last Full Council meeting:\n\n\nFinance and Resources Committee – 12th September 2018\nPlanning and Environmental Services Committee – 19th September 2018\nGovernance Review Committee – 26th September 2018\nPlanning and Environmental Services Committee – 3rd October 2018\nIllogan Park Maintenance and Management Task and Finish Group – 10th October 2018\n\n\nTo receive reports from the following outside bodies:\n\n\nPolice\nRepresentatives to outside organisations\nIllogan Parish Neighbourhood Development Plan Steering Group\nCornwall Councillors\n\n\nTo consider items to be discussed at future meetings;
