DESCRIPTION:I hereby summon you to a Full Council meeting of Illogan Parish Council to be held on Wednesday 21st November 2018 at 7.00 pm at the Penwartha Hall\, Voguebeloth\, Illogan \n  \nMembers of the public are invited to attend. \n  \nAGENDA\n  \n\nSafety Procedures\n\n  \n\nChairman’s Welcome and Apologies\n\n  \n\nMembers to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25\n\n  \n\nTo consider applications from members for dispensations\n\n  \n\nPublic participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders)\n\n  \n\nChairman’s Announcements\n\n  \n\nTo receive and approve the minutes of the Full Council Meeting held on the 17th October 2018 and the Chairman to sign them\n\n  \n\nMatters arising from the minutes and a report on progress of actions\, for information only\n\n  \n\nTo receive reports on the payments\, receipts and bank reconciliation for the month of October 2018\n\n  \n\nTo authorise payment of accounts for the month of November 2018 (up to date list to be tabled at the meeting)\n\n  \n\nTo receive the recommendations from the Finance and Resources Committee on the Budget and Precept for the fiscal year 2019/2020\n\n  \n\nTo set the budget for the fiscal year 2019/2020\n\n  \n\nTo set a precept to Cornwall Council for the fiscal year 2019/2020\n\n  \n\nTo note that no grant applications have been received and agree any future actions\n\n  \n\nTo consider and agree office opening hours over the Christmas and New Year Period and contact arrangements in case of an emergency\n\n  \n\nTo receive the Cornwall Council Integrated Risk Management Plan Consultation\, agree a response and any future actions\n\n  \n\nTo consider any correspondence up to the date of the meeting and agree responses and actions (up to date list to be tabled at the meeting)\n\n  \n\nTo receive a report from the Clerk including Health and Safety\, agree future actions and any associated expenditure\n\n  \n\nTo receive an update on The Glebe Field and agree any future actions\nTo note the minutes of the following committee meetings held since the last Full Council meeting:\n\n  \n\nCommunity Liaison Committee – 8th October 2018\nIllogan Park Management and Maintenance Task and Finish Group – 10th October 2018\n\n\nFinance and Resources Committee – 10th October 2018\n\n\nPlanning and Environmental Services Committee – 17th October 2018\nCommunity Liaison Committee – 22nd October 2018\nStaffing Committee – 31st October 2018\n\n\nIllogan Park Management and Maintenance Task and Finish Group – 6th November 2018\nPlanning and Environmental Services Committee – 7th November 2018\n\n\nCommunity Liaison Committee – 12th November 2018\nFinance and Resources Committee – 14th November 2018\n\n  \n\nTo receive reports from the following outside bodies:\n\n  \n\nPolice\nRepresentatives to outside organisations\nIllogan Parish Neighbourhood Development Plan Steering Group\nCornwall Councillors\n\n  \n\nTo consider items to be discussed at future meetings; agree where to discuss and timescales\n\n  \n\nDate & time of next meeting:\n\n  \nWednesday 12th December 2018\, 7pm in Penwartha Hall. \n  \n\nThat under the 1960 Public Bodies (Admission to Meetings) Act the press and public are excluded due to the confidential nature of the business to be discussed\n\n  \n\nTo receive applications for the two vacant positions of Councillor for the Tehidy Ward and interview the candidates and consider any future actions\n\n  \n\nTo re-admit members of the press and public\n\n  \n\nTo co-opt up to 2 Councillors to represent the Ward of Tehidy\n\n  \n\nThat under the 1960 Public Bodies (Admission to Meetings) Act the press and public are excluded due to the confidential nature of the business to be discussed\n\n  \n\nTo receive the draft tender document for a project manager for the build project at Illogan Park\, agree any future actions and any associated expenditure\n\n  \n\nTo receive draft tender documentation for the refreshment pitch at Illogan Park\, agree any future actions and any associated expenditure\n\n  \n\nTo receive quotes for Tree Safety Inspections in Manningham Wood and Illogan Park and recommendations from the Planning and Environmental Services Committee\, appoint a contractor\, agree any future actions and any associated expenditure\n\n  \nGiven under my hand this day Wednesday 14th November 2018. \n  \nSarah Willsher \nClerk to the Council
