DESCRIPTION:I hereby summon you to a Full Council meeting of Illogan Parish Council to be held on Wednesday 20th November 2019 at 7.00 pm at the Penwartha Hall\, Voguebeloth\, Illogan \nMembers of the public are invited to attend. \nAGENDA\n\nSafety Procedures\n\n\nChairman’s Welcome and Apologies\n\n\nMembers to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25\n\n\nTo consider applications from members for dispensations\n\n\nTo discuss with a representative from the AONB Carvannel Cliff Castle and Tehidy Round and the Monumental Improvement Project and how this Council could help and agree any future actions\n\n\nTo discuss the Park Bottom Play Area Project with the Cornwall Council Officer and agree any future actions\n\n\nPublic participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders)\n\n\nChairman’s Announcements\n\n\nTo receive and approve the minutes of the Full Council Meeting held on the 16th October 2019 and the Chairman to sign them\n\n\nMatters arising from the minutes and a report on progress of actions\, for information only\n\n\nTo receive reports on the payments\, receipts and bank reconciliation for the month of October 2019 and agree any future actions\n\n\nTo authorise payment of accounts for the month of November 2019 and agree any future actions (up to date list to be tabled at the meeting)\n\n\nTo receive the recommendations from the Finance and Resources Committee on the Budget and Precept for the fiscal year 2020/2021\n\n\nTo set the budget for the fiscal year 2020/2021\n\n\nTo set a precept to Cornwall Council for the fiscal year 2020/2021\n\n\nTo consider the grant application received from Cornwall Air Ambulance\, agree any future actions and any associated expenditure\n\n\nTo appoint members to fill the following vacancies on Council Committee’s and Working Group’:\n\n\nPlanning and Environmental Services Committee – 1 vacancy\nFinance and Resources Committee – 1 vacancy\nGovernance Review Committee -1 vacancy\nIllogan Park Project Task and Finish Group – 1 vacancy\nManningham Wood Task and Finish Group – 1 vacancy\nSpeed Signs Tasks and Finish Group – 1 vacancy\n\n\nTo receive the Marshal’s agreement for the Illogan Christmas Lights Switch On Event\, agree whether to sign the agreement and any future actions\n\n\nTo finalise who will assist at the Christmas Lights Switch On Events and agree any future actions\n\n\nTo receive the recent Play Inspections for the equipment at Illogan Park\, agree any future actions and any associated expenditure\n\n\nTo receive inspection sheets from the Councils contractor and agree any future actions\n\n\nTo receive and approve the draft design of the boundary signs and agree any future actions\n\n\nTo receive the Cornwall Council Planning Policy Team publishing a schedule of proposed changes to the Housing Supplementary Planning Document Consultation\, agree a response and any future actions\n\n\nTo consider management\, maintenance and future developments in Illogan Park and other parish facilities\, agree any appropriate actions and any associated expenditure\n\n\nTo receive correspondence up to the date of the meeting for information only (up to date list to be tabled at the meeting)\n\n\nTo receive a report from the Clerk including Health and Safety\, agree future actions and any associated expenditure\n\n\nTo receive a 2-minute update from Committee Chairman and note the minutes of the following committee meetings held since the last Full Council meeting:\n\n\nPlanning and Environmental Services Committee – 16th October 2019\nCommunity Liaison Committee – 21st October 2019\nStaffing Committee – 4th November 2019\nPlanning and Environmental Services Committee – 6th November 2019\nCommunity Liaison Committee – 11th November 2019\nFinance and Resources Committee – 13th November 2019\n\n\nTo receive reports from the following outside bodies:\n\n\nPolice\nRepresentatives to outside organisations\nCornwall Councillors\n\n\nTo consider items to be discussed at future meetings; agree where to discuss and timescales\nDate & time of next meeting:\n\nWednesday 11th December 2019\, 7pm in Penwartha Hall. \nGiven under my hand this day Wednesday 13th November 2019. \nSarah Willsher \nClerk to the Council
