DESCRIPTION:I hereby summon you to a Full Council meeting of Illogan Parish Council to be held on Wednesday 20th March 2019 at 7.00 pm at the Penwartha Hall\, Voguebeloth\, Illogan \n  \nMembers of the public are invited to attend. \n  \nAGENDA\n  \n\nSafety Procedures\n\n  \n\nChairman’s Welcome and Apologies\n\n  \n\nMembers to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25\n\n  \n\nTo consider applications from members for dispensations\n\n  \n\nPublic participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders)\n\n  \n\nChairman’s Announcements\n\n  \n\nTo receive and approve the minutes of the Full Council Meeting held on the 20th February 2019 and the Chairman to sign them\n\n  \n\nMatters arising from the minutes and a report on progress of actions\, for information only\n\n  \n\nTo receive reports on the payments\, receipts and bank reconciliation for the month of February 2019\n\n  \n\nTo authorise payment of accounts for the month of March 2019 (up to date list to be tabled at the meeting)\n\n  \n\nTo receive and approve the draft Standing Orders and agree any future actions\n\n  \n\nTo receive the Project Management contract from Faithful and Gould Contract and advice from Stephen and Scown\, agree whether to sign the contract and any future actions\n\n  \n\nTo receive correspondence and information from Faithful and Gould on anticipated programme dates and client brief review for the project at Illogan Park project and agree any future actions\n\n  \n\nTo receive and approve the Draft the Terms of Reference for the Illogan Park Project Task and Finish Group\, appoint members to the Task and Finish Group and agree any future actions\n\n  \n\nTo review the fees for the use of the changing facilities at Illogan Park and agree any future actions\n\n  \n\nTo agree what to include on the Parish boundary signs\, agree the location for the signs at Carvannel Hamlet and Reskajeague and agree any future actions\n\n  \n\nTo receive the Cornwall Council Polling Districts and Polling Places Review\, consider a response and any future actions\n\n  \n\nTo receive a report from the Chairman of the Finance and Resources Committee on the appointment of the new IT support and webhosting contractors\n\n  \n\nTo receive Cornwall Council’s response to this Council’s queries regarding street lighting and agree any future actions\n\n  \n\nTo receive information on the Cornwall Council Community Network Area SOS Launch\, consider whether to propose a project and agree any future actions\n\n  \n\nTo consider management\, maintenance and future developments in Illogan Park and other parish facilities\, agree any appropriate actions and any associated expenditure\n\n  \n\nTo consider any correspondence up to the date of the meeting and agree responses and actions (up to date list to be tabled at the meeting)\n\n  \n\nTo receive a report from the Clerk including Health and Safety\, agree future actions and any associated expenditure\n\n  \n\nTo receive an update on The Glebe Field and agree any future actions\n\n  \n\nTo note the minutes of the following committee meetings held since the last Full Council meeting:\n\n  \n\nFinance and Resources Committee – 13th February 2019\nPlanning and Environmental Services Committee – 20th February 2019\n\n\nFinance and Resources Committee – 27th February 2019\n\n\nGovernance Review Committee – 27th February 2019\nPlanning and Environmental Services Committee – 6th March 2019\n\n  \n\nTo receive reports from the following outside bodies:\n\n  \n\nPolice\nRepresentatives to outside organisations\nIllogan Parish Neighbourhood Development Plan Steering Group\nCornwall Councillors\n\n  \n\nTo consider items to be discussed at future meetings; agree where to discuss and timescales\n\n  \n\nDate & time of next meeting:\n\n  \nWednesday 17th April 2019\, 7pm in Penwartha Hall. \n  \n\nThat under the 1960 Public Bodies (Admission to Meetings) Act the press and public are excluded due to the confidential nature of the business to be discussed\n\n  \n\nTo receive the Survey Schedule and Quotes from Faithful and Gould and appoint contractors to complete the following surveys and approve the associated expenditure:\n\n  \n\nMundic Block\nEcology (Phase 1 Habitat)\n\n\nMining Searches\n\n\nDrainage CCTV Survey\n\n  \n\nTo receive quotes for Defibrillators\, agree where to erect them\, any future actions and any associated expenditure\n\n  \n  \nGiven under my hand this day Wednesday 13th March 2019. \n  \nSarah Willsher \nClerk to the Council
