DESCRIPTION:I hereby summon you to a Full Council meeting of Illogan Parish Council to be held on Wednesday 17th April 2019 at 7.00 pm at the Penwartha Hall\, Voguebeloth\, Illogan \nMembers of the public are invited to attend. \nAGENDA\n\nSafety Procedures\n\n\nChairman’s Welcome and Apologies\n\n\nMembers to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25\n\n\nTo consider applications from members for dispensations\n\n\nPublic participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders)\n\n\nChairman’s Announcements\n\n\nTo receive and approve the minutes of the Full Council Meeting held on the 20th March 2019 and the Chairman to sign them\n\n\nMatters arising from the minutes and a report on progress of actions\, for information only\n\n\nTo receive reports on the payments\, receipts and bank reconciliation for the month of March 2019\n\n\nTo authorise payment of accounts for the month of April 2019 (up to date list to be tabled at the meeting)\n\n\nTo receive the grant application from Park Bottom Institute\, agree any future actions and any associated expenditure\n\n\nTo receive the grant application from St Illogan Parish Church\, agree any future actions and any associated expenditure\n\n\nTo adopt the Standing Orders and agree any future actions\n\n\nTo receive and approve the amended Financial Regulations and agree any future actions\n\n\nTo receive updated correspondence\, responses and advice regarding the Faithful and Gould contract\, agree whether to sign the contract and any future actions\n\n\nTo receive an email from Mr McKimm regarding affordable housing and agree any future actions\n\n\nTo consider inviting Delia Webb from Cornwall Plastic Pollution Coalition to do a presentation at either the Annual Council meeting or Annual Parish meeting on the 15th May 2019 and agree any future actions\n\n\nTo receive the commendation from the Governance Review Committee on LTN 38 – Data Protection and agree any future actions\n\n\nTo receive the Cornwall Council Legal Services Agreement for the provision of legal services 2019/20\, agree whether to sign the agreement and any future actions\n\n\nTo receive the property hazard form for the footpath from Manningham Wood to the Churchyard from Savills on behalf Truro Diocese\, complete the form and agree any future actions\n\n\nTo consider whether the Planning Inspectors decision on the planning application for Land Adjacent to Harmony Terrace should be raised at NALC and whether there are any other actions the Council would like to make\, agree any future actions and any associated expenditure\n\n\nTo receive an update from Cllr Crabtree on defibrillators and agree any future actions\n\n\nTo receive the Consultation – New Code of Audit Practice from 2020\, agree a response and any future actions\nTo receive the Communities and Devolution Bulletin about the Community Governance Review\, complete the submission form and agree any future actions\n\n\nTo consider management\, maintenance and future developments in Illogan Park and other parish facilities\, agree any appropriate actions and any associated expenditure\n\n\nTo receive correspondence up to the date of the meeting for information only (up to date list to be tabled at the meeting)\n\n\nTo receive a report from the Clerk including Health and Safety\, agree future actions and any associated expenditure\n\n\nTo receive an update on The Glebe Field and agree any future actions\n\n\nTo note the minutes of the following committee meetings held since the last Full Council meeting:\n\n\nPlanning and Environmental Services Committee – 20th March 2019\nGovernance Review Committee – 27th March 2019\nCommunity Liaison Committee – 1st April 2019\nFinance and Resources Committee – 3rd April 2019\nPlanning and Environmental Services Committee – 3rd April 2019\n\n\nTo receive reports from the following outside bodies:\n\n\nPolice\nRepresentatives to outside organisations\nIllogan Parish Neighbourhood Development Plan Steering Group\nCornwall Councillors\n\n\nTo consider items to be discussed at future meetings; agree where to discuss and timescales\n\n\nDate & time of next meeting:\n\nWednesday 15th May 2019\, Annual Parish Meeting at 6.30pm and the Annual Council Meeting at 7pm in Penwartha Hall. \n\nThat under the 1960 Public Bodies (Admission to Meetings) Act the press and public are excluded due to the confidential nature of the business to be discussed\n\n\nTo receive nominations for the Ray Uren Award\, agree who should receive the 2019 Award and any future actions\n\n\nTo receive quotes to replace the signage in Illogan Park\, agree any future actions and any associated expenditure\n\nGiven under my hand this day Wednesday 10th April 2019. \nSarah Willsher \nClerk to the Council
