SUMMARY:Annual Council Meeting
DESCRIPTION:I hereby summon you to the Annual Council Meeting to be held on Wednesday 20th May 2013 at 7.30 pm at the Penwartha Hall\, Voguebeloth\, Illogan. \n  \nMembers of the public are invited to attend. \n  \nSafety procedures \n  \nAGENDA\n  \n\nTo elect a Chairman for the municipal year 2015/2016 and the Chairman to sign the declaration of acceptance of office\n\n  \n\nTo appoint a Vice Chairman for the municipal year 2015/2016\n\n  \n\nChairman’s welcome and apologies for absence\n\n  \n\nMembers to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25\n\n  \n\nTo consider applications from members for dispensations\n\n  \n\nTo present the Chairman’s Certificates (Cllr G Ford)\n\n  \n\nTo present the Ray Uren Award\n\n  \n\nPublic Participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders)\n\n  \n\nTo receive reports from the 2014/2015 Chairman and Vice Chairman\n\n  \n\nTo receive and approve the minutes of the Full Council meeting held on 15th April 2015 and the Chairman to sign them\n\n  \n\nMatters arising from the minutes and a report on progress of actions\, for information only\n\n  \n\nTo note the minutes of the following committee meetings held since the last Full Council meeting:\n\n\nPlanning and Environment 15th April 2015\nFinance and Resources 22nd April 2015\nPlanning and Environment 6th May 2015\n\n  \n\nTo confirm the bank mandate and appoint signatories\n\n  \n\nTo appoint standing committees\, agree terms of reference and the number of members on each committee and appoint members to standing committees and the Chairman of the committees\n\n  \n\nTo consider the payment of any subscriptions falling to be paid annually\n\n  \n\nTo review representation on or work with external bodies and arrangements for reporting back and agree any future actions\n\n  \n\nTo set the dates\, times and place of ordinary meetings of the Full Council for the year ahead\n\n  \n\nTo receive reports on the payments\, receipts and bank reconciliations for the month of April 2015\n\n  \n\nTo authorise payment of accounts for the month of May 2015 (up to date list to be tabled at the meeting)\n\n  \n\nTo receive and approve the recommendations from the Finance and Resources Committee regarding earmarked reserves and Council funds and agree any future actions (meeting – 22.04.15 – minutes FR15/04/8.2 and FR15/04/8.3)\n\n  \n\nTo receive and approve the end of year accounting statements\, explanation of variances and bank reconciliations for the Annual Return for the financial year ending 31st March 2015 and approve the Clerk/RFO and Chairman to sign them\n\n  \n\nTo receive the Independent Internal Auditors Report and agree future actions\n\n  \n\nTo complete the Annual Governance Statement for the financial year ending 31st March 2015 and approve the Clerk/RFO and Chairman to sign them\n\n  \n\nTo receive the Funding Agreement from Cornwall Council for Illogan Park\, consider whether to sign the agreement and agree any future actions\n\n  \n\nTo receive the lease for the Council Office and advice from the Councillors solicitor. consider the new lease\, agree any future actions and any associated expenditure\n\n  \n\nTo receive and email from Cllr Mrs Loxton regarding Illogan Parish Fair\, confirm who will attend the Fair and agree any future actions\n\n  \n\nTo discuss the correspondence regarding the bus service and agree any future actions\n\n  \n\nTo consider an event to celebrate the transfer of Illogan Park to Illogan Parish Council and agree any future actions\n\n  \n\nTo consider any correspondence up to the date of the meeting and agree responses and actions\n\n  \n\nTo receive a report from the Clerk including Health and Safety\, agree future actions and any associated expenditure\n\n  \n\nTo consider items to be discussed at future meetings; agree where to discuss and timescales\n\n  \n\nDate & time of next meeting:\n\nWednesday 17th June 2015\, 7pm in Penwartha Hall. \n  \n\nThat under the 1960 Public Bodies (Admissions to Meetings) Act the Press and public are excluded due to the confidential nature of the business to be discussed.\n\n  \n\nTo receive completed tenders for an Architect for Illogan Park Improvements\, agree any future actions\, appoint a contractor and approve any associated expenditure\n\n  \nGiven under my hand this day Wednesday 13th May 2015 \n  \n  \nSarah Willsher \nClerk to the Council
