DESCRIPTION:I hereby summon you to a meeting of Illogan Parish Council to be held on Wednesday 16th September 2015 at 7.00 pm at the Penwartha Hall\, Voguebeloth\, Illogan \n  \nMembers of the public are invited to attend. \n  \nAGENDA\n  \n\nSafety Procedures\n\n  \n\nChairman’s Welcome and Apologies\n\n  \n\nMembers to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25\n\n  \n\nTo consider applications from members for dispensations\n\n  \n\nPublic Participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders)\n\n  \n\nChairman’s Announcements\n\n  \n\nTo receive and approve the minutes of the Full Council Meeting held on the 15th July 2015 and the Chairman to sign them\n\n  \n\nTo receive and approve the minutes of the Extra Ordinary Full Council Meeting held on the 10th June 2015 and the Chairman to sign them\n\n  \n\nMatters arising from the minutes and a report on progress of actions\, for information only\n\n  \n\nTo note the minutes of the following committee meetings held since the last Full Council meeting:\n\n\n Planning and Environmental Services Committee 15th July 2015\nCommunity Liaison Committee 20th July 2015\nPlanning and Environmental Services Committee 5th August 2015\nPlanning and Environmental Services Committee 19th August 2015\nPlanning and Environmental Services Committee 2nd September 2015\nCommunity Liaison Committee 7th September 2015\n\n  \n\nTo receive reports on the payments\, receipts and bank reconciliation for the months of July and August 2015\n\n  \n\nTo ratify the payment of accounts in August during recess\n\n  \n\nTo authorise payment of accounts for the month of September 2015 (up to date list to be tabled at the meeting)\n\n  \n\nTo receive and approve the draft Standing Orders and agree any future actions\n\n  \n\nTo receive and approve the draft Financial Regulations and agree any future actions\nTo receive the external auditors report for the financial year ending 31st March 2015 and agree any future actions\n\n  \n\nTo receive a letter from Waller & Hart Solicitors following on from their previous letter to request for Illogan Parish Council to consent to take the Transfer of the Proposed Allotment Land at Park Bottom\, Illogan; receive recommendations from the Community Liaison Committee and agree any future actions and any associated expenditure\n\n  \n\nTo receive correspondence from Illogan Village Hall regarding the youth room in the Hall and agree any future actions\n\n  \n\nTo receive an email from Cornwall Council regarding S106 monies and agree any future actions\n\n  \n\nTo discuss the ownership of the Illogan Parish War Memorial and agree any future actions\n\n  \n\nTo discuss the use of the Cornish language and agree any future actions\n\n  \n\nTo discuss notice boards and agree any future actions\n\n  \n\nTo consider any correspondence up to the date of the meeting and agree responses and actions(up to date list to be tabled at the meeting)\n\n  \n\nTo receive a report from the Clerk including Health and Safety\, agree future actions and any associated expenditure\n\n  \n\nTo receive reports from the following outside bodies:\n\n\n Police\nRepresentatives to outside organisations\nCornwall Councillors\n\n  \n\nTo consider items to be discussed at future meetings; agree where to discuss and timescales\n\n  \n\nDate & time of next meeting:\n\n  \nWednesday 21st October 2015\, 7pm in Penwartha Hall. \n  \n\nThat under the 1960 Public Bodies (Admissions to Meetings) Act the Press and public are excluded due to the confidential nature of the business to be discussed.\n\n  \n\nTo receive correspondence from Lavigne Lonsdale regarding surveys for Illogan Park\, approve a quote and agree any future actions\n\n  \nGiven under my hand this day Wednesday 9th September 2015. \n  \n  \nSarah Willsher \nClerk to the Council
