Full Council meeting

I hereby summon you to a Full Council meeting of Illogan Parish Council to be held on Wednesday 20th November 2024 at 7.00 pm at Illogan Parish Council Community Office, Trevelyan Road, Illogan, TR16 4RG

Members of the press and public are invited to attend.

AGENDA

1. Safety Procedures

2. Chairman’s Welcome

3. To receive and approve apologies for absence and agree any future actions

4. Members to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25

5. To consider applications from members for dispensations

6. To receive a report from the police and discuss police matters in the Parish and agree any future actions

7. Public participation

8. Chairman’s Announcements

9. To receive and approve the minutes of the Full Council Meeting held on the 16th October 2024 and the Chairman to sign them

10. Matters arising from the minutes and a report on progress of actions, for information only

11. To receive the Delegated Decisions Register since the last meetings, ratify all decisions made and agree any future actions

12. To receive reports on the payments, receipts and bank reconciliation for the month of October 2024 and agree any future actions

13. To ratify the Barclaycard payments for the month of October 2024 and agree any future actions

14. To authorise payment of accounts for the month of November 2024 and agree any future actions (up to date list to be tabled at the meeting)

15. To receive the recommendations from the Finance and Resources Committee on the Budget and Precept for the fiscal year 2025/2026

16. To set the budget for the fiscal year 2025/2026

17. To set a precept to Cornwall Council for the fiscal year 2025/2026

18. To receive the Pre Installation Site Visit Safety Inspection Report and Play Area Access Report from Rospa on Illogan Park play area and agree any future actions

19. To consider management, maintenance and future developments in Illogan Park and other parish facilities, agree any appropriate actions and any associated expenditure

20. To receive a report from the Clerk including Health and Safety, agree future actions and any associated expenditure

21. To receive correspondence from the 9th October 2024 until the 12th November 2024, agree any appropriate responses and any future actions

22. To receive reports from the Cornwall Councillors

23. To receive a 2-minute update from committee chairmen and note the minutes of the following committee meetings held since the 3rd October 2024:

i. Community Events Committee – 8th and 22nd October and 5th November 2024
ii. Finance, Resources and Projects Committee – 9th October and 13th November 2024
iii. Climate, Environment and Planning Committee – 16th October and 6th November 2024

24. To receive a 2-minute update from the Council Representative on outside bodies including the Police Liaison Committee and on Cllrs who have attended training courses or conferences

25. To consider items to be discussed at future meetings; agree where to discuss and timescales

26. Date & time of next meeting:

Wednesday 11th December 2024, 7pm in Illogan Parish Council Community Office.

27. That under the 1960 Public Bodies (Admission to Meetings) Act, the press and public are excluded due to the confidential nature of the business to be discussed

28. To receive the quote for additional mounts for the Mobile Speed Activated Signs (MSAS) signs, agree any future actions and any associated expenditure

29. To receive a report from the Clerk and quotes for additional CCTV cameras, agree any future actions and any associated expenditure

30. To receive a report and quotes to replace the Accessible Roundabout in Illogan Park, agree any future actions and any associated expenditure

31. To receive quotes to install the water fountain in Illogan Park, agree any future actions and any associated expenditure

32. To receive and approve the quote specification for an Independent Internal Auditor and agree any future actions

33. To note that Illogan in Bloom has been registered as a Community Interest Company (CIC), agree the draft quote for future maintenance of the planting in Illogan Park, Manningham Wood and other Parish Council owned or managed sites, and agree any future actions

34. To discuss what went well with this meeting and how the Council could improve in the future and agree any future actions
