I hereby summon you to the Annual Council Meeting to be held on Wednesday 20^th May 2013 at 7.30 pm at the Penwartha Hall, Voguebeloth, Illogan.

1. To elect a Chairman for the municipal year 2015/2016 and the Chairman to sign the declaration of acceptance of office

 

2. To appoint a Vice Chairman for the municipal year 2015/2016

 

3. Chairman’s welcome and apologies for absence

 

4. Members to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25

 

5. To consider applications from members for dispensations

 

6. To present the Chairman’s Certificates (Cllr G Ford)

 

7. To present the Ray Uren Award

 

8. Public Participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders)

 

9. To receive reports from the 2014/2015 Chairman and Vice Chairman

 

10. To receive and approve the minutes of the Full Council meeting held on 15^th April 2015 and the Chairman to sign them

 

11. Matters arising from the minutes and a report on progress of actions, for information only

 

12. To note the minutes of the following committee meetings held since the last Full Council meeting:

• Planning and Environment 15^th April 2015
• Finance and Resources 22^nd April 2015
• Planning and Environment 6^th May 2015

 

13. To confirm the bank mandate and appoint signatories

 

14. To appoint standing committees, agree terms of reference and the number of members on each committee and appoint members to standing committees and the Chairman of the committees

 

15. To consider the payment of any subscriptions falling to be paid annually

 

16. To review representation on or work with external bodies and arrangements for reporting back and agree any future actions

 

17. To set the dates, times and place of ordinary meetings of the Full Council for the year ahead

 

18. To receive reports on the payments, receipts and bank reconciliations for the month of April 2015

 

19. To authorise payment of accounts for the month of May 2015 (up to date list to be tabled at the meeting)

 

20. To receive and approve the recommendations from the Finance and Resources Committee regarding earmarked reserves and Council funds and agree any future actions (meeting – 22.04.15 – minutes FR15/04/8.2 and FR15/04/8.3)

 

21. To receive and approve the end of year accounting statements, explanation of variances and bank reconciliations for the Annual Return for the financial year ending 31^st March 2015 and approve the Clerk/RFO and Chairman to sign them

 

22. To receive the Independent Internal Auditors Report and agree future actions

 

23. To complete the Annual Governance Statement for the financial year ending 31st March 2015 and approve the Clerk/RFO and Chairman to sign them

 

24. To receive the Funding Agreement from Cornwall Council for Illogan Park, consider whether to sign the agreement and agree any future actions

 

25. To receive the lease for the Council Office and advice from the Councillors solicitor. consider the new lease, agree any future actions and any associated expenditure

 

26. To receive and email from Cllr Mrs Loxton regarding Illogan Parish Fair, confirm who will attend the Fair and agree any future actions

 

27. To discuss the correspondence regarding the bus service and agree any future actions

 

28. To consider an event to celebrate the transfer of Illogan Park to Illogan Parish Council and agree any future actions

 

29. To consider any correspondence up to the date of the meeting and agree responses and actions

 

30. To receive a report from the Clerk including Health and Safety, agree future actions and any associated expenditure

 

31. To consider items to be discussed at future meetings; agree where to discuss and timescales

33. That under the 1960 Public Bodies (Admissions to Meetings) Act the Press and public are excluded due to the confidential nature of the business to be discussed.

 

34. To receive completed tenders for an Architect for Illogan Park Improvements, agree any future actions, appoint a contractor and approve any associated expenditure
