Coastline will be carrying out formal public consultations in the coming weeks – we encourage everyone to get involved and share their views.
Representatives from Coastline explained that they would not normally consult at such an early stage in the process. They gave an overview of the company, outlining its background, areas of operation, and its primary aim of reducing housing need. They explained that the housing need as of September 2025 was 208 households in the Illogan area. There were not sufficient brown field sites to meet the demand and therefore lower quality green field sites needed to be brought forward.
An indicative plan for about 80 dwelling on Bassett Road, Illogan was shown. 100% of the scheme would be for affordable housing and would include a mix of social rent and shared ownership dwellings. Coastline would be completing ongoing preapplication discussions, formal public consultations, site investigations, surveys, comments from tonight’s presentations, plans and designs etc. Where possible existing trees and hedging would be retained. Cornwall Council Planning Policies would be adhered to. The proposals would provide betterment to surface water, as the development gives the ability to capture and control the release of the water. Access and parking would be provided to the appropriate standards. It was intended to submit a planning application by the end of 2025. If planning approval is obtained, the development would be delivered in multiple phases over several years.

Affordable Housing
- Defined as homes to support local people, delivered through social rent (below market rent) or shared ownership.
- Applications would be managed via Cornwall Council’s Homechoice register.
- Concerns raised about whether the homes would genuinely meet local needs and be prioritised for Illogan residents.
Traffic and Access
- Bassett Road is dangerous, congested, and unsuitable for more traffic.
- Parking along one side already restricts safe navigation.
- Only one proposed access point (via Bassett Road).
- Cornwall Council will determine road suitability following traffic surveys.
- Fear that extra vehicles would worsen congestion, road safety, and the wider transport network.
Community Concerns
- Potential change to village character due to influx of new residents.
- Empty dwellings in the parish should be utilised before new ones are built.
- Question raised whether Park an Lann residents were all from Illogan.
- Fear of negative visual and cultural impact on the historic village core.
Environmental Concerns
- Ventonraze Valley highlighted as a nature corridor that would be permanently lost.
- Calls to re-wood and protect existing natural areas.
- Coastline said that there was green space at the northern end of the site.
- There were concerns raised about hedge removal at Park an Lann.
Infrastructure Capacity
- Schools already at capacity – no government funding available for expansion.
- Health services (GPs, pharmacy) already stretched.
- Illogan lacks infrastructure to support development of this scale.
Impact on Local Residents
- Concern that unless dwellings go to existing families, new residents may displace local people.
- Calls for Coastline to be charitable and reconsider, rather than forcing this development on Illogan.
Housing Type & Use
- Requests for covenants preventing properties becoming Houses of Multiple Occupation (HMOs).
- No housing mix breakdown yet (social rent vs shared ownership).
Agricultural Land
- Site currently used for crop production.
- Land classification will be determined by Natural England through an Agricultural Land Classification (ALC) survey.
Road Safety
- Bassett Road has a history of accidents.
- Concerns additional traffic would heighten risks.
Planning Policy & Site Selection
- Site lies outside Illogan’s settlement boundary as defined in the Illogan Parish Neighbourhood Development Plan.
- Concerns about lack of early community engagement in site selection.
Local Connection
- Strong concern homes should go to those with Illogan parish connections.
- Coastline confirmed local connection would be required for allocations.
Developer Response
- In response to the question “Under what conditions would Coastline not proceed with the proposals?” – Coastline stated that following due diligence (discussions with Cornwall Council Planning Officers, surveys, and financial assessments), they would not proceed if the site was found to be unviable or unfeasible.
Other Key Points
- Green strip/nature path: Coastline confirmed most hedgerows will remain, except where access requires removal.
- Cornwall Council house sales: Coastline could not comment on why these are happening.
- Public consultation: A formal consultation will occur before any planning application.
- Will Cornwall Council listen to local concerns? Cllr Ekinsmyth stated that Illogan Parish Council will do their best to ensure Cornwall Council listens to local views.
