Full Council Meeting

I hereby summon you to a Full Council meeting of Illogan Parish Council to be held on Wednesday 18th June 2025 at 7.00 pm at Illogan Parish Council Community Office, Trevelyan Road, Illogan, TR16 4RG

Members of the press and public are invited to attend.

3. To receive and approve apologies for absence and agree any future actions

4. Members to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25

5. To consider applications from members for dispensations

8. To receive and approve the minutes of the Annual Parish Meeting held on the 14th May 2025 and the Chairman to sign them

9. To receive and approve the minutes of the Annual Council Meeting held on the 14th May 2025 and the Chairman to sign them

10. Matters arising from the minutes and a report on progress of actions, for information only

11. To receive the Delegated Decisions Register since the last meetings, ratify all decisions made and agree any future actions

12. To receive reports on the payments, receipts and bank reconciliation for the month of May 2025 and agree any future actions

13. To ratify the Barclaycard payments for the month of May 2024 and agree any future actions

14. To authorise payment of accounts for the month of June 2025 and agree any future actions (up to date list to be tabled at the meeting)

15. To receive and approve the quarterly investment strategy report and agree any future actions

16. To receive the Independent Internal Auditors Report for the financial year ending 31st March 2025 and agree any future actions

17. To complete the Annual Governance Statement for the financial year ending 31st March 2025 and approve the Clerk/RFO and Chairman to sign them

18. To confirm there are no conflicts of interest with the external auditor, BDO LLP and agree any future actions

19. To receive and approve the end of year accounting statements, explanation of variances and bank reconciliations for the annual return for the financial year ending 31st March 2025 and documents to be submitted to the external auditor and approve the Chairman to sign them

20. To ratify the acceptance of the transfer of S106 fund as per the correspondence from Cornwall Council regarding Off-site Public Open Space Section 106 Funds Transfer Letter, agree whether to accept the transfer and agree any future actions

21. To adopt the Standing Orders and agree any future actions

22. To receive a letter from Portreath Parish Council regarding antisocial behaviour and a request for support, agree any future actions and any associated expenditure

23. To receive the Cornwall Council Legal Services Level Agreement (SLA), agree whether to sign and return it, agree any future actions and any associated expenditure

24. To consider management, maintenance and future developments in Illogan Park and other parish facilities, agree any appropriate actions and any associated expenditure

25. To receive a report from Council Officers including Health and Safety, agree future actions and any associated expenditure

26. To receive correspondence from the 15th May 2025 until the 10th June 2025 agree any appropriate responses and any future actions

29. To receive a 2-minute update from the Council Representative on outside bodies including the Police Liaison Committee and on Cllrs who have attended training courses or conferences

30. To consider items to be discussed at future meetings

31. Date & time of next meeting:

Wednesday 16th July, 7pm in Illogan Parish Council Community Office.

32. That under the 1960 Public Bodies (Admission to Meetings) Act the press and public are excluded due to the confidential nature of the business to be discussed

33. To receive tenders for the design for design of a Sensory Garden with a Yoga/Mindfulness/Meditation Zone Leading onto a Sensory Trail and recommendations from the Climate, Environment and Planning Committee, agree future actions and any associated expenditure

34. To receive applications for the vacant position of Councillor, speak to candidates individually and consider any future actions

35. To re-admit members of the press and public

36. To co-opt up to a Councillor to the Illogan Ward of the Council and co-opted Councillors to sign the Declaration of Acceptance of Office, to be witnessed by the Clerk
