Full Council Meeting

I hereby summon you to a Full Council meeting of Illogan Parish Council to be held on Wednesday 16th November 2022 at 7.00 pm in The Old School Centre, Nance Lane, Illogan

Members of the press and public are invited to attend.

AGENDA

1. To elect a Chairman of the Council for the remainder of the 2022/2023 municipal year

2. Safety Procedures

3. Chairman’s Welcome and Apologies

4. Members to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25

5. To consider applications from members for dispensations

6. Public participation (Maximum of 15 mins – Every speaker a limit of 3 mins under Council standing Orders)

7. Chairman’s Announcements

8. To receive and approve the minutes of the Full Council Meeting held on the 19th October 2022 and the Chairman to sign them

9. Matters arising from the minutes and a report on progress of actions, for information only

10. To receive the Delegated Decisions Register since the last meetings, ratify all decisions made and agree any future actions

11. To receive reports on the payments, receipts, and bank reconciliation for the month of October 2022 and agree any future actions

12. To authorise payment of accounts for the month of November 2022 and agree any future actions (up to date list to be tabled at the meeting)

13. To receive the recommendations from the Finance and Resources Committee on the Budget and Precept for the fiscal year 2023/2024

14. To set the budget for the fiscal year 2023/2024

15. To set a precept to Cornwall Council for the fiscal year 2023/2024

16. To receive correspondence from the Bain Memorial Houses Trust, regarding trustees, agree a response and any future actions

17. To receive correspondence from a member of the public regarding the entrance to Illogan Park, agree a response, any future actions and any associated expenditure

18. To receive correspondence from Let Cornwall Decide regarding how Cornwall is governed, agree a response and any future actions

19. To consider management, maintenance and future developments in Illogan Park and other parish facilities, agree any appropriate actions and any associated expenditure

20. To receive a report from the Clerk including Health and Safety, agree future actions and any associated expenditure

21. To receive correspondence from the 12th October 2022 until the 8th November 2022, agree any appropriate responses and any future actions

22. To receive reports from the Cornwall Councillors

23. To receive a 2-minute update from committee chairmen and note the minutes of the following committee meetings held since 3rd October 2022

i. Planning and Environmental Services Committee – 5th and 19th October and 2nd November 2022
ii. Community Events Committee – 20th October and 7th November 2022
iii. Finance and Resources Committee – 26th October and 9th November 2022

24. To receive a 2-minute update from the Council Representative on outside bodies including the Police Liaison Committee and on Cllrs who have attended training courses or conferences

25. To consider items to be discussed at future meetings; agree where to discuss and timescales

26. Date & time of next meeting:

27. That under the 1960 Public Bodies (Admission to Meetings) Act the press and public are excluded due to confidential nature of the business to be discussed

28. To ratify the delegated decision for a 12-month electricity supply for the Office and Community Room, agree any future actions and any associated expenditure

29. To receive a quote for laptops, wireless headsets and docking stations for the new office, agree any future actions and any associated expenditure

30. To receive quotes for equipment and furniture for the Office and Community Room, agree where to purchase, any future actions and any associated expenditure

31. To receive a quote for additional cameras in Illogan Park, agree any future actions and any associated expenditure

32. To receive a quote for a fire risk assessment for the Office and Community Room and the Changing Facilities at Illogan Park, agree any future actions and any associated expenditure

33. To receive tenders to remove the access from the corner entrance of Illogan Park, appoint a contractor, agree any future actions and any associated expenditure
